What about adding a default style on the element with hint, to inform that something will be displayed when hover ? Something like cursor: pointer; border-bottom: 1px dotted;.

Well, am not sure if that is something which should be put by the tooltip library. I am of the opinion that its more of a theme thing and should be left to individual websites.

Yes, it is a theming decision. But with the actual setup, it is very difficult to see where the hints are on the page.
Maybe an intermediary solution would be to provide an extra special class to provide a default visual hint ?
@Phyks Just thinking loud, what would such a visual hint be for you?
For example: a dotted border-bottom for texts?
